| BALTIC STUDIES
PROGRAM
at
TALLINN PEDAGOGICAL UNIVERSITY
The Baltic Studies Program at Tallinn Pedagogical University
is a semester-long interdisciplinary program offering
nondegree credit courses taught in English. The Program
offers a wide variety of courses dealing with the main
aspects of of politics, life and society in the Baltic
region. The main aim of the program is to provide international
students and foreign citizens with an opportunity to
learn more about the Baltic region. The program is coordinated
by the TPU Department of Government.
Credits and Duration:
The duration of the Program is one academic semester
(3 months) consisting of around 23 credit hours of coursework
(34,5 ECTS). Participants can choose those modules/
courses in which they are interested.
Language:
The language of instruction is English; courses in
basic Estonian and Russian are also available.
Program Cost:
Program cost is 85 EUR* per credit. The course fee
for Spring semester is due before 01. March 2004.
Administrative Arrangements: Curriculum, Modules,
and Courses.
The curriculum is based on a flexible modular study
system, which allows the student to combine various
subjects. The Program curriculum consists of wide range
of subjects: 1-3 credits each and of three modules:
- Core (history of Baltic states, politics, government
and economy in new EU member states)
- Cultural Studies (art, music and literature, language
studies and civil society in Baltic region)
- Institutional Studies (Baltic regional co-operation,
etnic diversity, post-communist welfare state and
EU enlargement issues)
Program requirements
The program consists of flexible modules, from which
students can choose. To graduate, a student must earn
at least 15 credits (22,5 ECTS): 7 credits (10,5 ECTS)
of the main modul and 8 credits (12 ECTS) of optional
cultural or institutional electives.
Program content
Faculty and courses are drawn from several departments
of the University, as well as various affiliated research
centers and institutes. Visiting lecturers from the
principal Latvian and Lithuanian Universities are also
invited to give lecturers. The Program includes lectures,
worhshops, discussion groups, individual reading and
also short field trips to various governmental and non-governmental
institutions; museums and social sites related to the
study subjects. Optional site trips to Ida-Virumaa,
eastern part of Estonia, to visit the ashen mountains
that are the results of burning the oil shale.

SAV 6005 Political History and Society of Baltic
States in the 20 th Century

Aim and contents This course addresses
issues of recent Baltic history in the Nordic and East-Central
European context. It explores structural inter-dependencies
among social, political and cultural developments and
basic knowledge of Baltic historiography in the 20th
century.
The first section focuses on political history
and comparison of the regimes that emerged in Estonia,
Latvia and Lithuania in the first half of 20th century.
The second deals with the impact of the Soviet regime
on the societies of the Baltic states. The final section
explores the socio-political conditions which made possible
the Baltic "Singing Revolution.” Developments
in the Baltic states are analysed in a broader East-Central
European context.
SAP 6006 Politics and Government in new EU Baltic
member states

Aim and contents This course is
gives an analytic overview of politics and government
in the Baltic States, as well as in new EU member states.
The course includes visits to the Government and other
state institutions.
SAM 6009 Changing economy in a changing

Aim and contents
This course gives an analytic overview of the economies
of the Baltic states in a changing social environment.
In order to place the changing economy in perspective,
tours to less developed regions of Estonia are included--for
example, to the mine of Kohtla Nomme in Eastern Estonia)
as well as to well-developed regions and organisatsions
(for example the Viru Chemistry Group, the Ministry
of Agriculture etc).

SAV 6006 Civil Society and Social
Movements in Post- communist Baltics: From transition
to transformation

Aim and contents
This course addresses theories of post-communist transition,
specifically relating to civil society and social movements.
Transition in the Baltic states is examined in the light
of theories and concepts relating to social capital and
civil society. Transition in the Baltic states is compared
with other neighbouring (CIS coutries) in the context
of the anti-communist revolutions in East-Central Europe.
The first part of the course gives a short introduction
to theories and concepts of civil society. Among the
issues to be addressed in this part of the course are
historical-cultural and social patterns of the recovery
of civil society in each of the Baltic States. The
second part of the course deals with the impact of the
Soviet regime on society. Special attention is devoted
to analyses of the socio-political conditions of the
Baltic "Singing Revolution". The dynamics
of civil society is perceived as an essential part of
the Baltic transitions. In the last part of the course,
developments in the Baltic states are compared with
transition in the other East-Central European states
and states which emerged in the post-Soviet sphere.
CAA 1401 Baltic Cultural Studies: Art, Literature
and Music

Aim and contents
The purpose of the course is to give an overview Estonian
literature, art and music. The course includes tours
to different cultural objects, for example, the Estionian
Open-Air Museum, the Estonian Literary Museum, as well
as visiting contcerts and exhibitions.

The purpose of the course is to give a basic knowledge
of the Estonian language through listening and communication
(grammar and phonetics).

Institutional Studies SAV 6007 Governance
of Ethnic Diversity

Aim and contents
The purpose of this course is to address issues of
managing ethnic diversity and multiculturalism in an
enlarging European Union, focusing on Estonia and the
other Baltic states. The substance of the course relates
to the further political integration of the EU, focusing
on the best practices of good governance and ways of
creating a tolerant and inclusive Europe.
Among the issues to be addressed are: democratic multiculturalism
as a form of governance; current EU approaches to the
ethnic diversity issues; challenge of the EU enlargement
and conflict management in the EU.
SAV 6028 Baltic Regional Co-operation

Aim and contents Since the declaration
of independence in Lithuania, Latvia and Estonia, the
persistent question of the foreign policies of the three
countries has been the direction and policies of integration.
Looking forward for their international identity, the
three Baltic states are being faced with a triple challenge.
Re-defined trilateral documents indicating movement
in all these directions. Topics include: Trilateral
Estonian, Latvian and Lithuanian co-operation: geopolitical
considerations; Baltic institutions; Baltic co-operation
problems and opportunities. The Baltic states and securities:
why Baltic security needs security co-operation between
Estonia, Latvia and Lithuania. Russian opposition to
NATO enlargement. Baltic Sea regional co-operation.
Baltic-Nordic co-operation. Form „5+3“ Baltic
Sea co-operation. Back to Europe: the Baltic states
and the European Union in Baltic –EU trade. Future
perspectives in Baltic regional co-operation.
The course consist: the first one is dealing with the
„ Baltic Triangle“. With geopolitical consideration.
Clarify emerging trends in the political, institutional
and economical co-operation between Estonia, Latvia
and Lithuania. The second part is dedicated to the developments
in the co-operation of the Baltic states with their Scandinavian
neighbours. The third part examines the process of integration
of the Baltic Sea states. Forth part examines the process
of integration of the Baltic states into the EU and Baltic
/ EU relations.
SAI 6007 The Post-Communist Welfare State

Aim
and contents
The aim of the course is to follow the transition of
the communist regimes in the Baltic States towards the
welfare state. It will investigate empirically the main
areas of the welfare state in Estonia. Current political,
administrative and cultural issues of welfare system
construction will also be analyzed. Finally, existing
models will be compared to emerging post-communist welfare
systems.
The main topics in the course are: Introduction to the
theory and history of the welfare state. Case: Welfare
policy in the Soviet Union. Main policy questions in contemporary
welfare state. Case: Welfare agencies & actors in
Estonian governmental system. Welfare State Models, their
applicability for post-communist countries. Case: Sharing
each own country experiences. Indicators of welfare models
Labor market – building a policy from the “ground
zero”. Unemployment, activation, flexicurity. Social
Security: implementing 3-pillar system for old-age pensions.
Case: Common trends in Baltic pension systems. Sick Funds
and other options in Health Policy. Case: Protection of
human rights in health insurance systems. Housing policy
in post-communist Estonia – the most retrenched
area. Site visit to contrasting living environments in
Tallinn. Social exclusion and antipoverty policies Case:
Regional facets of poverty in Estonia. Do voters support
welfare state? Welfare agenda in electoral campaigns.
Pro-welfare groups in Baltic States. Opinion polls on
policy priorities and responsibility of government. Future
prospective - Baltic welfare states in the enlarged EU.
SAE 6011 EU enlargement issues in Baltic States

Aim and contents
The aim of the course is to give a systematic overview
of the enlargement of EU, the objective and subjective
facts that determined that. To offer basic knowledge
of the principles of Estonia’s integration
into the EU (comparison with the other Baltic States)
and the problems that will rise from that. Passing the
subject will help to understand the conditional circumstances
of Estonia’s entering into EU and the consequences
of that to Estonian domestic decision-making process,
political-, economic- and civil society life.
The course will address: European integration since
the WW II and creating of EU. The goals of EU, the institutional
regulation and the principles of operating (included
basics of the legal system, contracts and decision-making
process). The course covers main fields of enlargement
of EU the accession negotiations, and Baltic States
integration to EU.
The course includes a tour to the European Union Secretariat
(EUS), which is co-ordinating the internal preparations
in Estonia for joining the European Union.
